On October 4, 2024, at GI Cat Van Loi conduit factory, Mr. Le Mai Huu Lam - General Director and Mr. Nguyen Thanh Phuong - Chairman of the Board of Directors of Cat Van Loi Industrial Electrical Equipment Manufacturing Joint Stock Company welcomed a delegation of experts from the International Labor Organization (ILO). The survey team was chaired by Associate Professor, Dr. Pham Ngoc Tuan, along with experts from Ho Chi Minh City University of Technology - VNU-HCM and SMEDEC consultants.
The purpose of the survey trip was to evaluate the factory to prepare for the implementation of the 6-month ILO project (from November 2024 to May 2025), along with the OEE project supported by the Vietnam Industrial Development Agency.
1. ILO Project – Improving Productivity and Equipment Efficiency
Objective:
ILO Project aims to improve productivity, optimize equipment efficiency and reduce production costs. The project helps businesses grow sustainably through modern, sustainable maintenance solutions.
Current challenges:
Businesses are facing difficulties such as:
• Long downtime
• Waste in the production process
• Low energy efficiency
Consequences:
Low downtime and OEE lead to many economic, energy, environmental losses and reduced labor safety.
Proposed solutions:
The project will provide comprehensive solutions to increase productivity and profits. This includes both "software" (people, management) and "hardware" (machinery, equipment).
Implementation roadmap:
The project is divided into 2 phases:
• Phase 1: Assess the current status of the enterprise
• Phase 2: Conduct training and consulting activities to improve productivity and equipment efficiency.
Benefits:
The enterprise will benefit from increased productivity, product quality, reduced production costs and improved working environment and occupational safety.
Expected financial benefits:
The project has the potential to bring significant financial benefits to the enterprise, and these results may continue to increase in the coming years.
Implementation steps:
1. Identify: Losses and waste in production.
2. Measure: Key performance indicators (KPIs) and current value of losses.
3. Analyze: Identify causes and propose optimal solutions.
4. Implement: Implement improvement solutions and evaluate results.
5. Development: Maintain improvements and achieve new, higher KPIs.
2. OEE Project – Improve overall equipment performance
Phase 1: Project evaluation and selection
• The enterprise submits a "Project participation registration form".
• The implementing unit and the enterprise jointly evaluate the possibility of applying OEE improvement.
• Evaluate the current status and propose OEE improvement solutions.
• Select an OEE improvement project suitable for the enterprise.
Phase 2: Project implementation
• The enterprise commits to participating in the project.
• Implement training and guidance on implementing the OEE improvement project with the following steps:
1. Identify: Losses due to damage and downtime.
2. Measure: Current OEE value.
3. Analyze: Causes and propose solutions.
4. Implement: Implement solutions and evaluate economic efficiency.
5. Development: Improve OEE towards the world standard of 85%.
