On November 2, 2023, the Japan International Cooperation Agency (JICA) and the Business Development Department - Ministry of Planning and Investment in the South presented the "Industrial Diagnostic Doctor for the processing and manufacturing industry - Shindanshi" certification to 47 consultants and business leaders in the production sector under the "Promotion of SMEs and Industrial Development" project and the Vietnam expert consultancy training program.

The Shindanshi course for 47 consultants and business leaders in the manufacturing sector lasted for 4 months at the headquarters of the Ministry of Planning and Investment in the South, Office 2, Ho Chi Minh City. It was led by experienced experts from the Shindanshi Institute in Japan, who provided both theoretical training and practical guidance at small and medium-sized Vietnamese manufacturing enterprises. The Shindanshi training courses, initiated in Japan in 1951, have played a significant role in the miraculous development of Japan's industry in the 1980s, with a formidable team of business consultants in various manufacturing sectors. This serves as a lesson for Vietnam on its path to industrialization and modernization leading up to 2045.
In Japan, the Shindanshi model (Diagnostic Doctor) involves in-depth expert consultancy where professionals are hired to conduct comprehensive evaluations of the current state of businesses and provide recommendations for improvement. The cost varies depending on the field, expertise, and experience of the consultant, ranging from $500 to $1,000 per day, with engagements lasting several days. Businesses can select suitable experts from the national or city Shindanshi association databases or through direct negotiations to sign contracts.
Currently, the Business Development Department of the Ministry of Planning and Investment has built a network of capacity-assessed business consultants for all industries in all provinces and cities in Vietnam following the Japanese Shindanshi model. This is aimed at supporting small and medium-sized Vietnamese enterprises in their production and business activities in accordance with Decree 80/2021/ND-CP issued on August 26, 2021, on detailed regulations and guidelines for the implementation of certain provisions of the Law on Support for Small and Medium-sized Enterprises. Small and medium-sized enterprises in Vietnam will be able to participate in programs to enhance management capabilities in sales, marketing, production, and trade promotion both domestically and internationally, with partial financial support from the state budget.
